The User resource handles the creation and management of user accounts. Of the two base level user roles, only Default Permissions level accounts may be created by this resource. Network Administrator accounts are created as a side effect of network creation. An individual blog is created as a side effect of creating a new user. Operations exist for finding users, reviewing their attributes, and modifying those attributes. Users may not be deleted via this resource. That is handled by way of the deletion operation on the Blog resource.
